Citizenship Program Coordinator
Position Overview

Manage an adult citizenship education program. Coordinates the planning, organization, implementation, and evaluation of HCC’s Citizenship Program and provides feedback and assistance to staff in the initiation, implementation, and operation of the Citizenship Program.

Essential Job Functions and Tasks
  • Using CASAS and other assessment tools, assure that students are placed in the appropriate levels in Citizenship. Train citizenship personnel and volunteers how to administer and score CASAS testing.
  • Prepare and/or oversees classroom management and instruction, including rooms set up, calls, and prepare materials for classes.
  • Oversee and support volunteer instructors in their preparation, training, and use of the curriculum. Supervise program personnel.
  • Provide instruction for Citizenship classes on an as-needed basis.
  • Track & maintain data/reports on student attendance & progress & progress through naturalization process.
  • Provide data to the Director of Immigration Program so that periodic program reports can be prepared.
  • Create an effective marketing plan and conduct at least monthly outreach efforts to promote the program, recruit students, volunteers and assist in planning and executing citizenship events/clinics.
  • Prepare Quarterly programmatic reports to be sent to USCIS as required by Grant.
  • Plan and coordinate quarterly Citizenship Orientations and communicate regularly with the USCIS Community Resource Officer (CRO).
  • Make presentations to the immigrant community regarding the naturalization process.
  • Attend professional meetings, educational conferences and teacher training workshops to maintain and improve professional competence.
  • Coordinate with HCC staff to address opportunities for program intersections.
  • Evaluate the program and staff. Coordinates regularly with the Immigration Program Director.
  • Manage program budget.
  • Recruitment, Orientation, and Retention.
Qualifications and Skills Required
  • Associates degree or higher preferred
  • Bilingual (English/Spanish). – Strong oral and written communication skills.
  • At least one-year experience teaching ESOL or Citizenship classes is preferred.
  • Marketing and outreach experience preferred.
  • Strong relational skills and cross-cultural understanding and sensitivity.
  • Experience working with low-income people and people with low literacy and levels of formal education.
  • Excellent interpersonal and organization skills.
  • Technology and computer skills.
  • Ability to work independently and as part of a team.
  • Ability to multi-task and manage time effectively, detail oriented and self-directed.
  • Flexible and adaptable to changing conditions
